Voter Registration System (VRS)

A distributed or centralized system that permits the collection, storage, editing, deletion and reporting of voter records. HAVA requires each state to have a centralized, statewide voter registration system (VRS). VRS have multiple interfaces and can interact with Department of Motor Vehicle (DMV) systems, election officials, voters and other stakeholders. The VRS may be vendor-provided or “homegrown”. They may be client-server architecture or mainframe based.
