Noun

1. A set of instructions that are stored within a computer’s memory and cause the computer to execute a task.

Verb

2. The process of creating a computer program. Election databases are programmed to store all the data as well as the rules of processing that data, for a given election. Ballot builders are sometimes referred to as election database programmers.
