2. Any individual, group, organization, or government that conducts or has the intent and capability to conduct activities detrimental to the US Government or its assets. Adversaries may include intelligence services, political or terrorist groups, criminals, and private interests. (CI Community Lexicon). Also, an individual, group, organization, or government that must be denied essential information. (DoD Manual 5200.1-M, Acquisition Systems Protection Program, Mar 1994). Also, a party acknowledged as potentially hostile to a friendly party and against which the use of force may be envisaged. (JP 1-02 & JP 3-0).
