Definition

The outer envelope in which a voter returns an ABSENTEE BALLOT by mail. The voter’s eligibility to vote is determined from matter writte n on the security envelope. If the voter is eligible, the security envelope is opened and the inner envelope, which contains the ballot but no voter identification, is set aside for later counting.
