Any “apparatus which the elector uses to r ecord votes by marking or punching a hole in a paper ballot or tabulating card and which subsequently counts the votes by electronic tabulating equipment or records the votes electr onically on a paper tape within the apparatus and simultaneously on a removable ‘prom’ or ot her electronic tabulation device.” Col.
