A set of specifications and requirements against which voting systems can be tested to determine if the systems meet required standards. Under HAVA, the EAC is responsible for developing, maintaining, and approving these standards. The VVSG tests machines to make sure they meet requirements in a number of categories, including but not limited to functionality, accessibility, and security. HAVA requires that the EAC periodically update the VVSG.
