“Prior to delivering any ballot to the voter, the board worker should place a unique mark in the box printed at the bottom of the ballot. A unique mark shall be of such a manner so as not to identify any individual ballot and shall be consiste nt on every ballot delivered to a voter in the voting place.” Kan. Stat. §25-4608
