Definition

ETS refers to a program developed by FVAP in 2007 to expand the use of e-mail and fax voting for military and overseas voters after the cancellation of the SERVE Project in 2004. Security and privacy concerns about ETS were raised by the same authors whose security analysis had resulted in the cancellation of the SERVE project. The ETS is in use today by voters from an unknown number of states, and voters using the service are asked to sign a statement waiving their right to a secret ballot.
