Cyber operation whose primary purpose is to steal information for national security or commercial purposes. Cyber Response and Recovery Fund A new fund, administered by the Federal Emergency Management Agency but directed by the Cybersecurity and Infrastructure Security Agency. Cyber Recovery Fund disbursement would be triggered by a “cyber state of distress” declaration. The funds could be used for a variety of purposes, including direct assistance to entities through purchases of equip- ment and services for their rapid response and recovery.
